There is a random distribution of the hands, where some of the players would limp in and some of the players would want to raise and call. The basic nature of the passive player is to raise and call all the time, which is why you need to be alert and play in accordance to your cards. There are very little chances of any player calling a re-raise on the passive tables.

If you happen to have a premium hand, it would be ideal to call for a raise. Such a way, the other players on the table are not scared away from the big pot. Just like the passive tables, the aggressive players would play only the premium hands, however here the intention is to build the money into the pot.
